Shooter was the first recruited dog for the Organization. He loves spending time with all the dogs, even though he mostly can't see them, since they're all around the U.S. He's known to be over-protective, mostly around Prim, and hates to be separated from her.

He's a saddle-back tri-colored German Shepsky with green eyes and a black collar.
